THE CPLD have been created by the French government after the
problem in the 1998 Tour de France. It is completely dependent from the Ministry
of youth and sport (Ministere de la jeunesse et des sports). The minister can ask
the CPLD do control anyone taking part in a competition in France. The CPLD also
do controls on professional sportsman all year round, it is not dependent from any
federation and can force a federation to take action against a competitor. Those
kind of decision are taken by a committee of 9 "wise men" (3 lawyer, 3
doctors and 3 professional), the minister have no power on them. The CPLD choose
it’s own method of control, which can vary from the one from the UCI.



When the CPLD make a positive test on a sportsman, it can ask the federation to act
against the sportsman, if nothing is done, the CPLD can act in place of the federation.

It will be very difficult, I think, for the UCI to ignore the result of the CPLD
test. Saying that a good half of the cyclist on the Tour de France were ill doesn’t
sound too serious either…
